
Hongeun District 13 in Seoul's Seodaemun-gu, where redevelopment has been under way for 17 years since the site was designated a redevelopment zone in 2009, has been transformed into a newly built housing complex of 827 units. Along with the apartment buildings, the project completed roads, parks and a senior welfare center, bringing the long-running redevelopment to a close.
Seodaemun-gu said on the 10th that it had approved completion of the Hongeun District 13 housing redevelopment project, located around 11-111 Hongeun-dong, and published the notice on the 9th.
The site now houses Seodaemun Central I'Park, a 12-building complex ranging from three basement levels to 15 floors above ground. All 827 units have an exclusive floor area of 85 square meters or less, and 141 of them, or 17.05%, are rental units.
With the completion approval, the entire project — including not only the apartment construction but also infrastructure such as roads and parks — is administratively finished.
The project site covers 47,287 square meters in total. Of that, 36,831.9 square meters is residential land holding the apartment buildings and the senior welfare center, while 9,817.1 square meters is infrastructure such as roads and parks.
Eight road sections totaling 1,472 meters, ranging from 4 to 28 meters in width, were improved. A children's park of 1,822 square meters and a small park of 452.5 square meters were also created. The senior welfare center was built on a 510-square-meter lot, with two basement levels and four floors above ground and a total floor area of 1,334.04 square meters.
Hongeun District 13 was designated a redevelopment zone in 2009 and won approval to form a redevelopment association the same year, followed by project implementation approval in 2011 and a management disposal plan approval in 2018. Construction began in July 2021, temporary occupancy was permitted in June last year, and completion was approved this month. It took 12 years from the zone designation to the start of construction, and five more years from groundbreaking to completion approval.
Seodaemun-gu said it plans to check construction progress, infrastructure work and interagency consultations in advance at other redevelopment sites nearing completion, in order to reduce administrative delays at the final stage. "Completing a redevelopment project is not just about building apartments but about properly providing the roads, parks and welfare facilities that residents will use," Seodaemun-gu Mayor Park Un-ki said. "We will carefully review the remaining administrative procedures so that residents who have waited a long time can settle into stable lives."
