■ Widening hiring gap among AI companies: An analysis by Blind of more than 50,000 job changers in the U.S. found that core AI companies such as Nvidia, OpenAI and Anthropic saw inflows of talent overwhelm outflows, while Intel showed the opposite pattern. As revenue and brand recognition lose ground as criteria for changing jobs, whether a given role falls within an AI growth area is emerging as the new standard.
■ Regional AI ecosystems gain speed: Kakao, in partnership with the four national science and technology institutes, will open a 230-pyeong (about 760-square-meter) "AI Sail Center" near Busan Station within the year, operating it as a hub linking talent discovery to startup creation. The plan calls for bootcamps, joint AX research and demo days to run on an ongoing basis, aiming to build a regional circulation system for AI talent, technology and capital now concentrated in the greater Seoul area.
■ K-AI chipmakers secure Southeast Asian footholds: Rebellions and FuriosaAI have each set up subsidiaries in Singapore, entering the race to capture Asia's AI infrastructure market. Their strategy targets governments and companies across Asia with strong sovereign AI demand, offering comprehensive solutions that go beyond chip sales to include data center construction and software optimization.

1. The Assumption That AI Cuts Jobs Breaks Down at Amazon and Google
Key summary: Blind analyzed more than 50,000 job changers in the U.S. from January last year through August this year and found that Nvidia, OpenAI and Anthropic were classified as having "large" inflows and "small" outflows, recording a clear net inflow advantage. Major big tech firms including Amazon, Google and Meta showed a "revolving door" pattern in which large-scale outflows and inflows occurred at the same time, while Intel stood out with the opposite pattern of "large" outflows and "small" inflows. Companies with high-growth portfolios spanning AI chips, models and platforms have increased hiring of talent with AI capabilities, while companies with limited results from AI transformation are putting more weight on cost cuts and organizational efficiency. Blind said that when changing jobs, people should not look only at the company name but should consider whether their own role at that company falls within a growth area.
2. [Exclusive] Kakao Raises Its "AI Sail" in Busan, Building Talent and Startup Hub Within the Year
Key summary: Kakao has selected Asti Busan near Busan Station as the site for its "AI Sail Center" and is pushing to complete the roughly 230-pyeong (about 760-square-meter) facility within the year, equipped with a large event hall, an IR room and an open lounge. The plan combines the research and education capabilities of the four national science and technology institutes — KAIST, GIST, DGIST and UNIST — with Kakao's business infrastructure to create a growth base extending from talent discovery to startup creation. Step-by-step programs including startup bootcamps, joint AX research, proof of concept (PoC) work, demo days and technology mentoring will run on an ongoing basis, alongside efforts to identify AI transformation tasks at local companies. In an earlier talent development project that the Kakao group ran with the four institutes, participating teams went on to secure demonstration projects and investment, drawing attention to the program as a startup path for young people in the region.
Key summary: Rebellions completed the establishment of a Singapore subsidiary in July with initial capital of 1 million Singapore dollars (about 1.06 billion won), securing its fourth overseas base after Japan, Saudi Arabia and the U.S. The company is hiring local engineers and building a comprehensive sales operation that also handles optimization of AI models, servers and software at client data centers, and it will showcase its "Rebel100" NPU and integrated AI infrastructure at Tech Week Singapore 2026 on the 29th and 30th. FuriosaAI has also launched a Singapore subsidiary, targeting Southeast Asian governments and AI data center operators with its second-generation NPU "Renegade," intensifying the contest between the two leading K-NPU firms for an early lead in Asia. As the center of gravity in AI chip competition shifts from chip performance to winning global customers first, demand is also growing for engineers with local technical support capabilities.

4. Shinhan Puts Its Top-Tier Department Heads' Know-How Into AI
Key summary: Shinhan Financial Group has begun building "department head persona agents" that accumulate the judgment and know-how of its top-tier department heads in AI. A total of 11 departments are taking part in the pilot project — five at Shinhan Bank and two each at Shinhan Card, Shinhan Securities and Shinhan Life — with each department head designing an agent directly while working as a two-person team with a junior employee capable of AI engineering. Under the setup, employees receive anticipated feedback from the "department head AI" before submitting reports, while department heads consult past cases of judgment when making decisions. After final results are shared in early December, expansion across the group next year will be considered if the outcomes are confirmed. The move points to accelerating change in the financial sector, where AI is being used to redesign the structure of organizational decision-making itself rather than simply automating tasks.
Key summary: Hyundai Rotem is stepping up efforts to expand global orders with AI-based autonomous driving, next-generation high-speed rail, and hydrogen and electric battery eco-friendly technologies as its "three pillars." Following a 270 billion won delivery in Uzbekistan, its first high-speed rail export market, talks on a second order are gaining momentum, and the company is targeting 7 trillion to 8 trillion won in orders from New York MTA's roughly 10 trillion won railcar replacement project. At InnoTrans 2026 in Berlin, Germany, CEO Lee Yong-bae said the company would prove it is "the best of the best," expressing a will to expand further on the basis of export records covering 40 countries and 56,000 railcars. Analysts say that as traditional manufacturing combines AI and eco-friendly technology to strengthen global competitiveness, demand for technical personnel in the converging fields of rail, hydrogen and AI will expand alongside it.
6. Busan Takes SMRs to Sea, Pursuing a "Demonstration and Export Zone"
Key summary: In line with the SMR special act that took effect in September this year, the Busan city government is pursuing designation as a special zone for marine small modular reactors (SMRs), moving to build a base for demonstration and exports. With marine SMRs gaining prominence as a technology that responds to surging power demand from AI data centers, tighter IMO carbon emission rules and the opening of Arctic shipping routes, the goal is to create an industrial ecosystem linking Busan's port and shipbuilding infrastructure with its nuclear equipment supply chain. With Gijang County selected as the site for the country's first i-SMR demonstration construction, Busan is set to become a region equipped with the full range of nuclear plant operation, decommissioning, manufacturing and demonstration capabilities. Nuclear power, energy and marine fields are long-term industries that require technology development, safety verification and the establishment of international regulatory standards to proceed in parallel, so demand for personnel in related majors is expected to expand over the long run.
